New standalone feature

Create a digital service calculation card

This is a standalone public module without authorization. The card lets you record direct and indirect costs, calculate WACC and get the total cost according to the methodology.

General card parameters

The new card is kept separate from other modules and does not depend on authorization.

Public module
Enter a clear working title for the calculation. For example: "Cloud infrastructure for the licence register" or "SAAS for internal document management".
Specify the government agency, department or internal customer for whom the service is calculated.
Enter the period the costs and distribution base relate to: a month, quarter or year.
Choose `IAAS / PAAS` if you are calculating infrastructure or a platform. Choose `SAAS` if the cost of a service software product is added to the infrastructure part.
If KZT is selected, the tenge WACC is applied automatically.

Distribution base and service part

The methodology formula divides the sum of costs and the capital mark-up by the distribution base B.

Describe what the cost is distributed by: workplaces, subscription fee, communication channels, traffic volume, months of service, etc.
Specify the unit of measure of the base: `pcs`, `month`, `year`, `channel`, `workplace`, etc.
Enter the numeric value of the distribution base. For example: `12` months, `250` users, `4` communication channels.
Fill in only for `SAAS`. This is the separate cost of the software product or licence itself, added to the calculated infrastructure part.

Direct costs

Enter the costs from Annex 1 here: cost of sales, salaries, depreciation, communication services, taxes and other direct expenses.

Cost item Amount Primary document / basis Action

Indirect costs

General administrative, consulting, audit and other indirect items, later distributed between services, go here.

Cost item Amount Primary document / basis Action

WACC calculation

The methodology formulas are implemented: beta levered, Re, WACCUSD and conversion to WACCKZT.

Fill in only if WACC has already been approved separately and does not need to be recalculated in the card. For example: `14.2500`.
Enter the interest rate on the operator's loans or borrowed funds, if obtained on market terms.
Specify the percentage of debt in the capital structure. Usually this value comes from an industry or approved financial model.
Specify the percentage of equity. If left blank, the system will use `100 - Wd`.
The corporate income tax rate used in the WACC and levered beta formulas.
Filled in with the yield of long-term government bonds of a reliable market, as specified in the methodology.
Enter the industry beta without financial leverage here.
The numeric ratio of debt to equity. For example: `0.35` means debt is 35% of equity.
This is the premium for the risk of investing in the equity market relative to the risk-free rate.
The country risk premium relative to the US market. Usually taken as the spread on comparable securities.
A mark-up for small capitalization or company size, if applied in your model.
This is the premium for specific risks: dependence on key employees, suppliers, customers and management quality.
Needed to convert WACC from USD to KZT. Specify long-term inflation in tenge.
Needed to convert WACC from USD to KZT. Specify long-term inflation in US dollars.
Describe the calculation assumptions here: how indirect costs were distributed, where the WACC figures come from and why the specific base B was chosen.

Module formulas

These are the formulas applied in the saved card.

IAAS/PAAS = ((D + I) * (1 + WACC)) / B beta_levered = beta_unlevered * (1 + (1 - T) * D/E) Re = Rf + beta_levered * (Rm - Rf) + S1 + S2 + S3 WACCUSD = Rd * Wd * (1 - T) + Re * We WACCKZT = ((1 + WACCUSD) * (1 + inflation_kzt) / (1 + inflation_usd)) - 1 SAAS = IAAS/PAAS + service software product cost
